It is important that the central bank is not hindered by fiscal policies that counter what the central bank is trying to do (e.g. keep inflation low). Fiscal policy must help in this regard. • 4.1 Keep government spending to 3% of gdp (unless a two thirds majority in both houses deem otherwise)
• 4.2 If high inflation rears it head, the central bank will know that government spending will not exceed 3% of gdp
• 4.3 If a recession hits, a majority vote in both houses can reduce taxes and increase spending temporarily and when good times resume, a catch up tax will be implemented until the black swan debt is eliminated. Then the tax will be eliminated.
